THE EAGLE


The Eagle is Wahlquist’s symbol. It has been chosen for its majesty, strength, and power, because it is a great symbol of freedom. In flight, the Eagle experiences majesty and freedom with the great skills it acquired while still young. The Eyrie is the Eagle’s nesting place at which young fledglings are taught the skills of life. Wahlquist is our nesting place, where we can learn as a young Eagle, to enjoy skills and freedoms as only Eagles are able.

Wahlquist is your Eyrie. It means a flight of freedom. By acquiring knowledge and understanding skills, you too will be ready for the majesty, strength, and freedom that only one who is truly prepared can experience.

Parents have the responsibility and duty to:
• Be sure students come to school on time with books and materials and ready to learn.
• Monitor student completion of homework.
• Review school rules with their student as well as the Weber School District Safe School Policy
• Impose consequences at home for student’s misbehavior at school
• Meet with school personnel when their student engages in serious misbehavior.
• Teach appropriate behavior
• Hold their student accountable fore behavior going to and/or returning home from school.
• Students are successful when parents and school staff work
together in a partnership

All students and school staff have the right to:
• Be treated with courtesy and respect.
• Understand Wahlquist Junior High School Policies and Rules and the Weber School District Safe School Policy.
• Learn and work in an environment that has clearly stated rules and expectation.
• Learn and work in a wellequipped school that has the instructional materials needed to assist students to be successful.

Teachers will:
• Make phone calls to parents and/or guardians as needed on grades or behavior of students, unless behavior needs immediate attention of an administrator.
• Refer students to administrators on discipline tracker for appropriate disciplinary action if needed on behavior and/or violations of school/district policy, to include Weber School District Safe School Policy.
• Continue to provide an atmosphere of mutual respect in which students learn and grow.
• Monitor student’s hall pass use.

Administrators will:
• Communicate school-wide policies and expectations in student handbook, postings, and through various other means.
• Administer discipline in accordance with District Policy and ensure students have been given due process.

CELL PHONES AND ELECTRONIC DEVICES
Wahlquist Junior High School follows the Weber School District Safe School Policy as it relates to cellular phones and electronic devices. The Wahlquist Junior High School policy prohibits use of electronic devices to include: cellular telephones, pagers, IPODs, walkmans, and other devices that may disrupt the educational process.
• Cellular phones and other communication devices may NOT be activated during the instructional day, which includes, but not limited to lunch breaks, classroom, class changes, and other structured or non-structured activity that occurs during the normal school day.
• Cell Phones are not to be ACTIVITATED or used inside the school building, to include past the curb or sidewalks around the building once you report to school
• After the end of the instructional day, students may use portable communications devices.
• Portable communication devices may be used at after school activities provided they do not interfere with the events or school operations.

Students who violate this policy:
• May have their electronic device confiscated; parents will be notified; phone returned to student or parent at the end of school day.
• If further inappropriate use continues, disciplinary action may be taken which includes, but is not limited to, suspension and/or referral to the district office.
• Under certain circumstances the administration will have the right to view contents of electronic devices.
• School district policies and State and Federal laws regarding illegal content of electronic devices will be strictly enforced.

Skateboards, Scooters, Rollerblades
Skateboards, scooters, and roller blades are not to be ridden on school grounds and property.

DRESS POLICY
Students attending Wahlquist Junior High School should dress appropriately so as not to detract from the learning environment and to exhibit pride in themselves and Wahlquist Junior High School. Clothing that is distracting for any reason is not acceptable attire. Faculty members may determine what is and is not acceptable dress in their classrooms, as outlined in their Disclosure Statements. While we respect students’ desires to express themselves in their clothing and grooming styles, we do not permit students to wear certain types of clothing. The administration at Wahlquist Junior High School has the final decision in the determination of the appropriateness of any student clothing, including performance attire. Specifically, the following should be avoided and will not be allowed at Wahlquist Junior High School:
• Clothing which displays obscene, vulgar, lewd words, messages, or pictures: clothing that advertises controlled substances such as alcohol, drugs, tobacco and breweries, weapons or which is otherwise plainly offensive.
• Inappropriately short, tight, revealing, mutilated or otherwise disruptive appearance or attire. Skirts and shorts must be at least mid thigh length regardless of under garments.
• Apparel or accessories with gang symbols, monikers, insignias or other gang identifiers. The following numbers 13,18, 26, 31, 81 or any other number that might be gang related are not allowed on student apparel.
• No headwear will be permitted. This includes but is not limited to hats, caps, hoodies, scarves, bandanas, headbands, etc.
• All shirts, tops and dresses must have a sleeve. Sleeves must cover the ball of the shoulder.
• Excessively baggy, ‘sagging’ pants or shorts are not permitted. All underwear areas must be covered by acceptable outerwear.
• No low backs, deep scooped necklines, or exposed cleavage.
• Clothing that exposes bare midriffs, abdomen or buttocks, fishnet, sexually provocative clothing, see-through athletic jerseys or undergarments are not permitted and no trench coats.
• No sleepwear permitted, to include pajamas, hospital scrubs and open fly.
• No cross-dressing.
• Potentially dangerous apparel items such as spiked clothing, bracelets, large or long chains, or unsafe accessories will not be allowed.
• It is recommended that body piercing jewelry will be limited to ears only. All other piercings that may detract from the educational environment will be prohibited.
• State Health code requires that shoes be worn in school at all times.

Students who violate this policy:
-Student’s parents/guardians will be notified of dress code violation.
-If further inappropriate or chronic dress code violations continue, disciplinary action may be taken, which includes, but is not limited to suspension and/or referral to the district office.

ACCIDENTS
All accidents occurring on school grounds are to be reported immediately to the teacher and the office. We will arrange immediate care for those involved and contact parents.

AFTER SCHOOL ACTIVITIES
1. Students who plan to stay after school for activities should make prior arrangements to be picked up after the activity.

2. The purpose of staying after school for games or other activities is to be part of the activity.

3. Wahlquist Junior High students are expected to show good Sportsmanship. Respectful behavior will be required at all times. Attending games or activities is a privilege. Poor conduct or poor sportsmanship could cause the loss of this privilege.

4. No refreshments will be permitted in the gym.

5 . At the discretion of the administration the building may be locked during activities. Coats and books may be left in the student's locker. The building will be open briefly after the activity to retrieve personal belongings.

ASSEMBLIES
Assemblies are planned to be entertaining, informative, and educational. Students are expected to be orderly while entering and leaving assemblies. Proper conduct during an assembly will let those participating know they are appreciated. Stomping, booing, whistling, etc. are not in good taste. Students asked to leave an assembly because of poor conduct will not attend the next assembly. A second offense may result in the loss of assembly privileges for the remainder of the school year.

ATTENDANCE POLICY
Regular attendance is essential for success in school. The student is responsible to be present in class and the “parent, guardian, or other person having control of any minor between six and eighteen years of age shall be required to send such minor to school during the regularly established school day in the attendance area of residence.”

Parents are respectfully requested to refrain from keeping students out of school for reasons other than personal illness or family emergency. An excuse for all absences is required from a parent or guardian. Please call the attendance secretary at 452-4648 to excuse a necessary absence. No notes are accepted for all-day absences. Absences must be excused by a parent within three days or the student will be considered truant.

CHECK IN: Students who arrive to class more than 10 min. late will be marked absent. Students must have a note from the parent tor call to excuse them. Students who arrive before 7:50 a.m. go directly to the class; those who come after 7:50 a.m. must check in the attendance office before going to class.

CHECK OUT: if a student must leave campus for any reason during the day, he/she must have parent permission in writing. Students will report to the attendance office to check out. We must also be able to reach a parent by phone at the time of check out, or the parent may contact the attendance secretary by phone in advance.

UNIFORM TARDINESS POLICY:
Students are tardy if they are not in assigned classrooms when the tardy bell rings.

1. The only exception would be if another teacher or member of the administration detains a student, at which time a Hall Pass will be given to the student indicating the time the student departed for class.

2 . Students who arrive at school late must bring a note from a parent. Students, who arrive before 7:50 a.m., go directly to their 1st period class. Those who come after 7:50 a.m. must check in at the attendance office.

4. Students with excessive tardiness will work with teachers to resolve the problem.

STUDENT PLANNERS
Students will use school planners to track class assignments and activities. Parents should review the planner each day with their student. This will help parents know what their student is doing in school.

HALL PASSES- I.D. BADGES
Whenever it is necessary for a student to leave the room during the class period, the student must have an I.D. Badge with a valid Hall Pass. The hall pass is issued by the teachers and they will be responsible for students to whom they issue hall passes. Hall Passes must be signed by the sending and receiving adults. If a student is in the hall without a hall pass, it will be assumed his absence from class is unexcused. I.D. Badges are not to be defaced.

CLOSED CAMPUS POLICY
Wahlquist Jr. High has a closed campus. Students are expected to remain on campus the entire day, including lunch periods, unless properly checked out of the attendance office.

AWARDS
Honor and recognition for your efforts at Wahlquist Junior High may be achieved in many ways. This is an important part of your education. Receiving recognition for your curricular and extracurricular achievements will be helpful in your future. You may want to apply for scholarships, scholastic awards or other competitions. Keeping a record of these achievements through high school is necessary for many scholarships and recognition awards.

Student accomplishments will be announced throughout the year. Near the end of the school year, there will be an awards assembly where special awards for the entire year will be presented. Counselors can help you become better informed as to what awards are available.

BOOKS
The Weber School District provides all necessary textbooks for the students at Wahlquist Junior High. All students will pay a book usage fee. Students are urged to be extremely careful with the books as they must be used for several years. Fines will be assessed for damaged and lost books.

CANDY AND DRINK MACHINES
Vending Machines may be used before school and during lunches for refreshments. The use of these machines should not take the place of a nutritional breakfast or lunch. Vending machines are off limits during class time. Please take good care of the vending machines and DO NOT LITTER.
Students will use the candy and drink machines at their own risk. Food items must be consumed in the cafetorium and are not allowed in the halls or lockers.

CLASS TRANSFER POLICY
Much thought should go into the selection of a course of study. The selection should involve student, parent, counselors, and teachers and should take into consideration career expectations and interests of the student. Balanced teaching loads are desirable and need to be maintained. Therefore, transfers will be made only under the following conditions:

- If the school made an error in the student’s schedule.
- If classes are out of balance and changes need to be made to balance teacher load.
- Health reasons verified by doctor.

Class changes will be made only after persistent effort to resolve the problem with the teacher and student, and it is deemed in the best interest of the student. A $10.00 fee will be charged for class changes that are student/parent initiated.

CONSTITUTION
The Wahlquist Junior High School Constitution is the document by which student government functions. Copies of the Constitution may be obtained from the office, or student body officers.

EMERGENCY EVACUATION AND
RELEASE

If in the event of emergency where evacuation to another location is necessary, students would be taken to the designated alternate location. Students will be released from school to go home by bus, or to a parent or guardian, using information from the "Emergency & Medical Contact Information Form."

Fire Exit System Evacuation procedures are posted in each classroom. The teacher will review the exit procedures with each class during the first week of school.

GYM (assembly or games)
If students are in the gym during a game or an assembly, they may leave by one of four exits. Students sitting in the northeast or southeast section of bleachers will exit through the west doors at the rear of the gym. Students in the northeast or southeast section of bleachers will exit through the east doors at the front of the gym, into the hall, and outside through the doors to the north and south end of the hall.

Cafetorium (lunch or assembly)
If students are in the Cafetorium for lunch or an assembly, there are two exits. Those on the east side of the gym will exit into the main hall and out the front doors. The west section will exit through the door in the northwest corner by the kitchen. Students will meet at their 5th period teacher’s area on the football field for roll call.

Fire Drill Regulations
The fire alarm will be a series of continuous buzzes over the intercommunication system. At the sound of the alarm, everyone is to leave the building immediately.
Teachers and students should follow these rules:

1. Students will exit the building with their current teacher.
2. Memorize exit area signs posted for your room.
3. Leave all books, papers, notebooks, wraps, etc. behind.
4. Walk rapidly, but avoid running or crowding.
5. Keep in lines formed when leaving the room.
6. Hold the outside doors open if you are the first to leave the building.
7. Close all doors and windows as the room is cleared.
8. Continue outside the building with your current teacher. During lunch report to your 5th hour teacher.
9. Remain in position without milling around, until the return signal – one long ring – or instructions are given. Remain with teacher for roll call.

Power Outage
1. When outage occurs while classes are in-session, students remain in the classroom until instructions are given.
2. If an outage should occur between classes or at lunch, teachers will help supervise students in halls or lunchroom and will help usher students back to their regular classes.
3. Students will remain at school unless they are evacuated to another location or a dismissal order is given by the principal.

Earthquakes
Teachers will familiarize students with emergency earthquake procedures.
If Indoors:
• Take cover under desks, tables or other heavy furniture. If this is not possible, get into a crunching or kneeling position against any inside wall, or stand in door frame. Protect head with hands.
• Stay away from windows, light fixtures, or other suspended objects. Try to avoid any broken glass or falling objects.
• When the quake is over, all students should remain in the area they are in until a fire drill signal is sounded or an all-clear announcement is made. Before students are allowed to leave the building, a complete check should be made by the administrators.
• Evacuations will occur at the sound of the fire alarm.

Severe Storm Warnings

In the event of severe weather conditions, school closure will be determined by the Superintendant. If it becomes necessary to close the school, information will be announced over the local media. Parents may then expect their children to arrive home before the regular arrival time. Students who walk to school will be sent home immediately (or released to parent or guardian as instructed on the Emergency Preparedness Form) and bus students would be taken home by school bus.

If a storm occurs during the night which makes driving hazardous or holding school unsafe, the Superintendent will issue a “No School” announcement to the local media.

EXTRA CURRICULAR ELIGIBILITY REQUIREMENTS
Each student who desires to be a condidate for one of these groups must maintain a grade point and citizenship average for the three terms prior to possible selection. The GPA and citizenship requirement for these groups will be as follows:

Student Government and Cheerleaders
• Student leaders and cheerleaders must have a 3.0 cumulative GPA or better for the first three terms of the 8th grade year and a 3.0 GPA for the 3rd quarter. During the year they serve, they must maintain at least a 3.0 GPA each term and receive no F grades. Printed report cards will be the basis for determining eligibility, any I’s must the resolved prior to consideration.
• The citizenship requirement is the same student government and cheerleading. Students would be eligible with one N and no U’s for each of the first three terms prior to their selection. These requirements must be maintained throughout the entire term of office or as a cheerleader.
• Should a student fail to maintain the above standards, he or shee will be placed on probation for a length of time to be determined by the administration or advisor. If the standards are not achieved during the probationary term, the student will be dropped from the organization.
• It is a privilege to participate as a representative of our school, and good overall citizenship must be demonstrated. A serious violation of school rules, behavior, or code of conduct that brings discredit to the organization or the school will result in the student being placed on probation or dropped from the organization.

It is the responsibility of the adviser to determine the eligibility and carry out consequences. Appeals will be addressed by the School Eligibility committee. This committee consists of the Assistant Principal and two teachers, one of which is to be named by the student.

Tryouts and elections for cheerleaders, student body, and 8th & 9th grade officers will be held during the first part of the fourth term (please see the Constitution for more information).

ATHLETICS
A. Citizenship:
A student participating in junior high sports would be eligible with one U, or one N and one U, or two N’s for the previous quarter or current quarter. For any other combination beyond this, a student will no longer be eligible for athletics. Printed report cards will be the basis for determining eligibility. The determination of eligibility under this rule shall be made no later than the fifth calendar day following the last day of the grading period. Citizenship changes after that time cannot restore lost eligibility.

B. Scholastic:
Attain and maintain a 2.0 GPA or better for the previous quarter and receive not more than one F. The printed report card will be the basis for determining eligibility. Incomplete grades must be resolved prior to eligibility consideration. The determination of eligibility under this rule shall be made no later than the fifth (5th) calendar day following the last day of the grading period. Grade changes after that time cannot restore lost eligibility.

C. Conduct:
Any conduct that results in dishonor to the athlete, the team, or the school will not be tolerated. Acts of unacceptable conduct, such as, but not limited to, theft, truancy, vandalism, disrespect, immorality, or violations of law, tarnish the reputation of everyone associated with the athletic programs and will not be tolerated.

Athletes representing the school are expected to maintain high standards of behavior. A serious violation of school rules or behavior that brings discredit to the organization or the school will result in the student being placed on probation or being dropped from the organization.

It is the responsibility of the coach to determine and carry out consequences for student behavior. If a question arises, the situation may be referred to an eligibility committee. This committee consists of the Assistant Principal and three teachers, one of which shall be named by the student.

A student who is on suspension from school may not practice or play during the time of suspension.

D. Awards:
Ninth Grade Outstanding Athlete Award:
Coaches for each sport turn in a list of all 9th graders and their total points to the Assistant Principal at the completion of each season. Total points for each sport are then added to determine the recipient of this award.

Point System:
• Sport participation – 2 points
• Team captain – 1 point
• Top player – 5 points
• 2nd top player – 3 points
• 3rd top player – 2 points

Coaches Four Sport Award:
In order to receive this award, you must be on all four teams at WAHLQUIST. HIGH SCHOOL
SPORTS WILL NOT BE COUNTED FOR THIS AWARD. Students will be required to compete in three track meets in order to qualify for this award.

GUIDANCE
Guidance services are available for every student in the school. These services include assistance with educational planning, the interpretation of test scores, career information, study helps, help with home, school, and/or social concerns, or any question the student may feel he would like to discuss with the counselor. Students wishing to visit a counselor should contact the secretary in the counseling office to arrange for an appointment.

NO INITIATIONS OR HAZING.
By direction of the Weber County School board NO INITIATIONS or hazing of any kind will be permitted at Wahlquist Junior High. Those involved are subject to suspension.


LOCKERS
A locker will be assigned to each student. These lockers are the property of the school and are subject to search by an administrator or designee. Periodic routine inspections are made both inside and outside of the lockers. Students are responsible for items in the locker, and the school cannot accept the responsibility for any item that might be missing from the locker. To ensure your use of a locker, you must abide by the conditions of the “Locker Use Permit.” Do not bring items of value to school. If necessary certain items may be stored in teh office in the school safe.

DO NOT GIVE YOUR COMBINATION TO OTHER STUDENTS. There will be a $5.00 charge for a locker or locker combination change. Locker changes can only be made if there are other lockers available.

LUNCH PROGRAM
Lunches will cost $2.00 per day. Students will be given two options in payment for lunches.

• Students may pay $2.00 per day.
• All students may deposit lunch money into their account at anytime.

Breakfast is available in the morning for $1.20 per day.
Reduced lunch prices are $.40, and reduced breakfast prices are $.30 per day for those who qualify. Applications for free and reduced lunches/breakfasts will be available the first week of school.

The following cafeteria rules allow us to enjoy meals in an orderly environment:
• Form a SINGLE line at the designated service counter.
• Do not save places in line for others, or allow “cutting-in.”
• If you bring a lunch from home, please enter the cafeteria and eat your lunch there.
• As you leave the cafeteria, take your trays to the return area provided. Failure to bus your trays and dishes may cause loss of privileges to come to the lunch room.
• Inappropriate behavior in the lunch room will NOT BE TOLERATED!
• Sharing lunches and eating off a common plate or utensils is not permitted. Other students will be in class when you go to lunch. Please proceed to the halls in an orderly manner. After eating, do not enter those areas where classes are in session.

REPORT CARDS AND MID-TERM
REPORTS

Report cards and mid-term reports will be mailed home each quarter by first-class mail.

SUBSTITUTE TEACHERS
It will probably be necessary at some time during the year for your teacher to have a substitute teacher. It is essential that you cooperate completely with substitute teachers. They assume the same responsibilities and authority as a full-time teacher. Failure to comply with a reasonable request from a substitute teacher will result in a referral to the office.

LOST AND FOUND
Students should turn in all items found to the office. These items are kept for at least one quarter before being disposed of. Check in the office for lost items.

TELEPHONES
Office telephones are intented for official school business. Telephones are to be used only to facilitate school business and protect students in case of an emergency. A phone at the office window has been designated for studetns to call parents as necessary. The following guidelines apply:

- A hall pass from the current teacher is required.

- Permission will be given by the office staff.

VISITORS
Parents are encouraged to visit our school at any time. Arrangements can be made at the office for a visit by calling or stopping in person. State law requires that all visitors come to the office for permission to make a visit. Visitors will need to wear a visitor’s pass while in the building.
Students are not permitted to bring visitors to the school.

PARENT & STUDENT GRIEVANCE PROCEDURE AT THE SCHOOL LEVEL
If a student and a parent feel that there has been a violation, misinterpretation, or inequitable application of a provision or policy as indicated in the policy manual of the Weber County School District, or of the rules established under federal regulations concerning non–discrimination on the basis of race or sex, that student and parent may begin the following procedure to obtain redress:

STEP 1: The student and parent should discuss the grievance with the person at the school who may have been involved in the grievance and with the principal.

STEP 2: If the student and parent are not satisfied with the disposition of the grievance, the student and parent may request a conference with the district personnel to explore further remedies of the grievance.

PORTAL
The Portal has been designed to keep parents and students informed of student progress. Parents and students can continually view student's grades, missed assignments, lunch account amounts, as well as e-mail each of the student's teachers.

Directions for first time/new users:
• You need to obtain an access code from the Counseling Center.
• Access the web page at www.weber.k12.ut.us (click on MyWeber The Portal icon) or go to the protal's web address at www.wsdinfo.net
• Click where it reads, "If you are a parent and would like to enter your activation code, please click here."
• Type in your activation code (remember you need to obtain it from the Counseling Center).
• You can now log into the portal. an e-mail will be sent to the address you provided, which contains a verify link. You must visit this link within 24 hours after activating your account, to verify that you have entered a correct e-mail address, or your account will be deleted.

• You may add up to three parent accounts per activation code.
• Student information will be automatically available through 12th grade.
